OKALOOSA COUNTY MARRIAGE LICENSE INFORMATION

Please take a moment to review the following information. At the bottom of this page is a link to our Kiosk questionnaire. Please complete the Kiosk information within 1 week of your arrival to our office.  You are also required by Florida law to sign a statement attesting that you have read the Florida Family Law Handbook.  A link to this handbook is also available within the Kiosk’s Disclaimer.  

Marriage License Requirements

Both parties must be present when applying for a marriage license and each must present one of the following forms of identification:

  • Valid government issued photo driver license issued in the United States; or
  • Valid federal or state photo identification card; or
  • Valid government issued Passport or Consular photo ID
  • (birth certificates or green cards are not accepted)

If either person was previously married, the manner in which the last marriage ended and the exact date the marriage ended (month, day and year) are required. Copies of the death certificate, final decree of divorce, annulment or blood test are not required. You do not have to be a resident of Florida to apply.

If either person is a Florida resident, a mandatory 3 day waiting period applies. The license’s “Effective Date” will be 3 calendar days after the “Issue Date”. The bridal party will not be able to marry until on, or after the “Effective Date”. The license will expire 60 days after the issue date.

Requirements for Minors 16 or 17 years old (one or both applicants) (f.s. 741.0405(1))

All of the following are required:

  • One of the forms of identification listed above;
  • Certified copy of Minor’s birth certificate showing parent’s names; and
  • A parental consent form may be obtained at the time of application. Both parents/legal guardians must be present with their own identification on hand. If one parent is deceased, a certified copy of the death certificate must be presented, and the surviving parent must be present with his/her own identification. If a legal guardian has been appointed, a court certified copy must be presented.
  • Exceptions will be if the parents are divorced and one parent has sole legal custody of the minor child. In this case, a court certified copy of the custody document must be presented and only the consent of the custodial parent will be required. If both parents are deceased, and a guardian has not been appointed by the court, the minor must present certified copies of both death certificates.
  • If full parental consent is unobtainable, judicial review is mandatory.
  • Any application may be submitted for judicial review.

Requirements for Minors under the age of 16 (one or both applicants)

  • All of the requirements for minors 16 or 17 shown above.
  • Under oath, swear that they are the parents or expectant parents of a child;
  • Provide proof in the form of the newborn child’s birth certificate or written statement from a licensed physician verifying pregnancy.
  • Will require judicial review.

Previously Married Minors:

Previously married minors may apply without parental consent. The minor must provide a certified copy of the previous marriage’s certificate and a certified copy of the death certificate or divorce decree.

Where consent is required, is consent of both parents required? Yes, unless the parents are divorced and the sole legal custody and control is placed in one parent, then only the parent having such sole custody and control shall be required to give the written consent. All written consents must be acknowledged under oath (notarized or witnessed by a deputy clerk).

If my bride/groom and I are both Florida residents, do we have to take a 4 hour premarital preparation course?

Florida law (f.s. 741.01) requires all Florida residents to either take a four (4) hour premarital preparation course given by an authorized course provider or wait three (3) days from the date of issuance for the license to become effective. Additionally, Florida law requires the course provider to be registered in our county in order for the three (3) day waiting period to be waived and for the bridal couple to be eligible for the discounted license fee.  A Certificate of Course Completion must be presented at time of application.

Who can provide the four (4) hour premarital preparation course?

f.s. 741.0305 prescribes the following to be qualifying course providers:

1.  A psychologist licensed under chapter 490.

2.  A clinical social worker licensed under chapter 491.

3.  A marriage and family therapist licensed under chapter 491.

4.  A mental health counselor licensed under chapter 491.

5.  An official representative of a religious institution which is recognized under s.

*496.404(19), if the representative has relevant training.

6.  Any other provider designated by a judicial circuit, including, but not limited to,

school counselors who are certified to offer such courses.

 

The qualifying course provider must be registered in our county in order to be eligible for waiver of the three (3) day waiting period and discounted license fee.

If my bride/groom and I are both non-Florida residents, is there a waiting period for the issuance of the license? No. If both the bride and groom are non-Florida residents, there is no waiting period for the license to become effective.

 

Are blood tests and physical exams required? No. The law requiring these tests was repealed October 1, 1986.

 

Must I apply for a marriage license in the county where I live? No, a marriage license may be applied for and solemnized in any Florida county.

 

Where can I apply for a marriage license in Okaloosa County?

A marriage license may be obtained Monday through Friday, 8:00 a.m. to 4:30 p.m. at the Clerk of Circuit Court’s Office in either the Okaloosa County Courthouse, 101 E. James Lee Boulevard, Room 10, Crestview, FL or at the Okaloosa County Courthouse Annex, 1250 N. Eglin Parkway, Shalimar, FL.

 

How long is a marriage license valid once it is issued? The marriage must be solemnized within sixty (60) days of issuance of the marriage license. The ceremony may be performed anywhere within the State of Florida.

 

Who may perform marriage ceremonies?

  • A regularly ordained minister or other ordained clergy;
  • Elders in communion with some church;
  • All judicial officers (judges) of the State of Florida;
  • Clerks of Circuit Court and their deputies of the State of Florida; and
  • Notaries Public of the State of Florida.
  • In addition, the law provides that marriages may be performed among “Quakers” or “Friends,” in the manner and form used or practiced in their societies.

Note: Boat Captains are not authorized to perform marriage ceremonies in the State of Florida unless they are otherwise qualified as provided above. Marriage ceremonies must take place within Florida’s boundaries (within 3 geographical miles of the coastline).

 

Who is a “regularly ordained minister”? He/she is a minister who has been recognized in the manner required by the regulations of the respective denomination to perform marriage ceremonies.

 

We’re from out-of-state, and we want to bring our regularly ordained minister with us to perform the ceremony in Florida. May we do this?

Yes.

 

May a marriage be solemnized without a license? No, Section 741.08 F.S. states that the party solemnizing the marriage shall require a license issued according to f.s. 741.01. before solemnizing the ceremony.

 

May I use my Florida Marriage License to have my marriage solemnized in another state?

No. Florida Marriage Licenses are only valid within the state boundaries.

 

Do I have to be a Florida resident or a U.S. citizen to obtain a Marriage License?

No. The parties must present valid government issued photo ID, such as driver license from their state or a passport from their country. Valid consular ID cards are also accepted.

 

Do I have to provide my social security number?

If you are a U.S. citizen, or have been issued a social security number, you must provide it at time of application (f.s. 741.04). Use of this number through this requirement shall be limited to the purpose of administration of the Department of Revenue Title IV-D program. It is sent to the Florida Department of Health, Office of Vital Statistics as part of your marriage record.

 

Instructions for Ceremony Officiators:

 

VERIFY VALID DATE RANGE:

Observe the dates contained in blocks 18a, and 19. Ensure the marriage is solemnized within this valid date range.  Ceremonies performed outside of this valid date range will not be accepted by the Florida Health Department, Office of Vital Statistics.

ENTERING INFORMATION INTO THE CERTIFICATE SECTION:

  1. Use BLACK INK only
  2. Type or print clearly all required information in blocks 21, 22, 23a, 23b, and 23c.
  3. Be sure to include your qualifying title with your printed or type-written name in block 23b.
  4. Ensure the ceremony date entered in block 21 is in the correct format of MONTH, DAY, YEAR. Acceptable format examples: January 21, 2009, or 01/21/2009. Marriage licenses which are improperly executed will not be accepted by the Florida Department of Health, Office of Vital Statistics.

WITNESSES:

Witness signature(s) in blocks 24 and 25 are optional by Florida law.

 

CEREMONY LOCATION:

The ceremony must be performed within the state boundaries of Florida.

Please be sure to leave the upper right-hand corner, beneath (STATE FILE NUMBER), of the license blank.  This area is intentionally left blank for the county’s recording information. If you have a Notary Seal,  please affix it to the area adjacent to the Certificate portion directly over the word SEAL, or affix it in block 23b.

Returning the Completed Marriage License to the Clerk:

A marriage cannot be officially recorded until the original license is returned to the Clerk. It should be returned within ten days after the ceremony. We recommend the license be returned in person, or send it by Certified or Express mail. As this is an original, irreplaceable document until it is recorded, we discourage using regular mail. Upon receipt of the original completed license, a certified copy will be mailed to the mailing address provided at time of application. Bridal parties who return the original license in person will receive their certified copy while they wait.

 

What if I need more than 1 certified copy of my marriage certificate?

One certified copy is provided as part of the marriage application fee. If you need to purchase additional certified copies, the cost is $3.00 per certified copy.

 

Can I be married in the Clerk’s Office? Yes. Deputy Clerks are authorized and available during normal working hours to solemnize marriages at the counter. The fee for this service as set by Florida Statute is $30.00. If you would like a deputy clerk to perform your ceremony, please arrive in our office by no later than 4:30 pm. As our office space is limited, and we perform many services apart from marriage ceremonies, please limit the number of guests to as few as possible. If you wish to have guests, we recommend you contact and make arrangements with a minister or Florida Notary Public to perform your ceremony. Local Notaries Public are usually listed in the printed and online telephone directories.

Changing your name after your wedding: If your marriage means a change in name and/or address, remember to make the following important notifications:

  1. Florida Department of Highway Safety and Motor Vehicles, Division of Drivers License.
  2. Social Security office -You are required to notify them after your ceremony.
  3. Your voter’s registration office.
  4. Military Reserve commanding officer.
  5. Beneficiaries: Members of your family are probably named as beneficiaries or joint owners on many of these documents (bank accounts, insurance policies, employment benefits, etc.) and you may wish to make your spouse the new beneficiary or joint owner.

My spouse and I would like to renew our vows. Do we need a marriage license for this?

No. Talk to your clergyman, chaplain, or religious advisor or personal counselor.

 

Can people obtain a license to marry partners of their own gender?

No. Florida law prohibits same sex marriage. f.s. 741.04 requires one applicant to be male and the other to be female.

Can a person marry someone to whom they are related?

Florida law prohibits marriage to anyone they are related to by 3 degrees of lineal consanguinity.

Couples therapy can help with areas that cause marital distress. Sherman, Zanotti, and Jones (2005) attempted to provide support for couples therapy as a way to treat posttraumatic stress disorder. They based this hypothesis on data that showed that couples that have at least one spouse that is suffering from war-related PTSD have a high rate of marital problems and divorce. The researchers also note that family stress can trigger PTSD symptoms and that family support decreases the severity of the symptoms. To support their hypothesis they included a case study. In the case study the researchers found that couples gradually became more able to deal with avoidance symptoms improving their overall relationship. They also gained skills that allowed them to decrease the severity of arousal symptoms. While these findings do provide promising evidence, more data in this area is needed before coming to a definitive conclusion. The researchers of this study suggested that cognitive behavioral therapy, an effective method in treating couples who are participating in couples therapy or couples counseling, also be added to supportive therapy.

Couples therapy also seems to be an effective treatment for depression. Bodenmann et al (2008) conducted a study in which they compared coping-oriented couples therapy (COCP) with cognitive-behavioral therapy (CBT) and interpersonal psychotherapy (IPT). IPT involves exploring issues that may cause depression with cognitive behavioral elements. In their study they found that all groups significantly improved and no significant difference between the groups. They also looked at the relationship of the participants and their partners. They looked at relationship quality (PFB), dyadic coping (DCI), and partner opinion of the participants (EE). They found no significant difference between the groups for the first two measures. For the third, they found that the partners of participants in the COCP group used less negative words to describe their partner. This implies that COCP can be a valid alternative to other forms of therapy and potentially allows patients to have more options for the type of therapy they may want to take part in.

NASSAU COUNTY MARRIAGE LICENSE INFORMATION

April 2011 – Marriage Licenses can now be applied for and recorded at our Courthouse location and our Historic Courthouse location.

For single adults to obtain a marriage license they must both be 18 years or older and come into the Clerk’s office together. Bring your driver’s license and Social Security Number (Card not needed, just the number). Non-U.S. Citizens may submit a naturalization number, immigration number or passport number. The process for obtaining a marriage license normally takes no more than 30 minutes. When the application is filed, the license is issued immediately.

If either party has been widowed or divorced, they must know the month/day/year that the marriage ended.

* If either party has divorced within the last 30 days they need to bring a certified copy of the final divorce decree with them when they apply for a marriage license.

For Florida residents who file certification that they both have completed a state-sanctioned marriage preparation course within the past 12 months, there is no waiting period. For Florida residents who have not taken the course, there is a full three-day waiting period between issuance of the license and the time it becomes valid for use. (Note: The parties may take the course separately, they are not required to take it together, but both must take it in order to qualify for the discount and both must read a 16 page Family Law Handbook (copy provided by the Clerk’s Office).

The waiting period does not apply to nonresidents of Florida. If one party is a resident of Florida and the other party is a nonresident the three-day waiting period is waived only if the Florida resident takes the state-sanctioned marriage preparation course, but no discount is given.

A Florida marriage license is valid for 60 days from date of validity. The marriage license must be returned to the clerk’s office for recording within 10 days after the marriage is performed.

Deputy clerk’s can perform civil ceremonies in the clerk’s office. There is a charge of $30.00 for that service. However, a clerk cannot perform the marriage ceremony at the time the license is obtained if the three-day waiting period applies. The clerk’s office asks for a 24-hour appointment in advance. Weddings are performed between the hours of 9:00 am to 11:00 am and from 2:30 pm to 4:00 pm, Monday through Friday (except for holidays)

MONROE COUNTY MARRIAGE LICENSE GENERAL INFORMATION:

In Monroe County, the Clerk’s Office is the issuing agent of Marriage License for the State of Florida. The Clerk’s Office provides this service at the following locations:

ISSUANCE: Applicant must be eighteen (18) years old to obtain a marriage license. Sixteen (16), and Seventeen (17), year olds must have both parent’s consent.  If you are younger, parent’s consent/consent of a County Judge, and proven pregnancy may apply, depending on the age and situation. Both applicants must appear in person at the time of application.

IDENTIFICATION: Applicant’s must provide a valid picture-type ID, with date of birth shown. (Driver’s License, passport, student ID Card, Military ID, or Alien Registration Card.)  There is no residence or citizenship requirement.

PRIOR MARRIAGES: If either applicant has been previously married, the exact date of the last death, divorce, or annulment must be provided. You should bring a copy of your divorce decree with you at the time of application.

TIME LIMIT: The license must be used within sixty (60) days from the “effective date”. Below is the effective date criteria:

  • If both parties are Florida residents they must both attend a premarital class and present certification of the attendance to the clerk at the time of application. There is no waiting period.  If no class is attended, there is a three (3) day waiting period (from the date of issue), before the marriage ceremony may take place. This class must be taken thru an authorized provider listed in Monroe County.  Original certificate of completion is required at time of application. List of providers is available upon request.
  • If only one of the couples is a Florida resident and the Florida resident takes the course, there is no waiting period.
  • If both parties are out of state residents, there is no waiting period.

SOLEMNIZATION: A marriage may be performed by regularly ordained clergy, judiciary, State of Florida notaries, the Clerk of the Circuit Court, and Deputy Clerks.

COST: A marriage license cost $93.50. The exception is if both parties are Florida residents, have both provided proof of a premarital class cost is then $61.00.

RECORDING OF LICENSE: After the marriage, the person who performed the ceremony must return the license, within ten (10) days, to the marriage license section, where it will then be recorded in the Official Records.  Until that license is received, there is no record of the marriage. After recordation, a certified copy will be returned to the newlyweds, by mail.  The original license is sent to the OFFICE OF VITAL STATISTICS in Jacksonville. The process takes approximately 3 weeks.

Miami-Dade County Marriage License Bureau

In order to become legally married in the state of Florida both bride and groom must apply for a marriage license in person. There is no residency or citizenship requirement to apply for a Florida marriage license.

After a marriage license has been obtained, the marriage ceremony can be performed. A brief civil ceremony can be performed by a Deputy Clerk at any of the Marriage License Offices.

The marriage ceremony must be performed within 60 days of the issuance of the license. After the marriage ceremony, the marriage license must be returned to the Miami-Dade County Marriage License Bureau.

Premarital course The state requires all Florida residents to take a four hour premarital course or wait three days for the marriage license to be effective. This does not apply to non-Florida residents. A directory of premarital course providers is available online or at all district court locations.

Requirements When applying for a marriage license both bride and groom must apply in person. If one or more of the applicants are minors, under 18 years of age, additional requirements apply.

All applicants must present the following:

  • One (1) valid identification is required with the applicant’s picture, signature, and date of birth, a Driver License issued by any state in the U.S., Passport, a U.S. Military ID, Alien Registration Card, or State of Florida ID issued by DMV are acceptable. Anyone issued a Social Security Card must provide their number.
  • All U.S. citizens and residents must provide their Social Security Number.
  • Non-U.S. Citizens may provide one of the following valid Identifications:  Alien Registration Card, US State issued Driver’s License, or Passport if they do not have a Social Security Number.
  • If either applicant has been previously married, the exact date of the last divorce, death or annulment must be provided.  If the divorce took place in Miami-Dade County go to the Family Online Case Search and view the docket link for final judgment date which is date of divorce.

Marriage Licenses


Marriage License Requirements
  • Both parties must be present and provide valid identification (valid driver’s license, state I.D. card or passport)
  • If previously married, the month, day and year that the previous marriage ended must be provided.
  • The fee for a marriage license is $93.50 and may be paid using cash or credit card. When using a credit card a transaction fee of 3.5% will be charged. This fee may be reduced to $61.00 if the parties participate in an approved premarital preparation course provided by a Qualified Course Provider who is registered with this office. A list of registered qualified course providers is available in the Clerk’s Office. The course provider must furnish the parties with a Certificate of Completion which must be presented to the Clerk’s Office when applying for the marriage license, in order to receive the reduced fee.
  • Waiting Period 1. Non-Florida residents – no waiting period 2. Florida residents who participate in premarital preparation course – no waiting period 3. Florida residents who do not participate in premarital preparation course – 3 days
  • Both parties are required to read the Family Law Handbook prior to applying for a marriage license. Copies of the Handbook are available in our office. Florida Statutes requires you to sign a statement, verifying that you have read the handbook
  • Florida Statutes requires each party to provide the Clerk’s office with their social security number, passport number, alien admission number or alien file number
  • Blood test are not required
  • The Marriage License is valid for 60 days from the issue date.
Wedding Ceremonies
  • Ceremonies are performed Monday through Friday at 10:00a.m. or 3p.m.
  • Ceremonies are performed at other times by appointment.
  • The fee for the ceremony is $30.00, payable by cash or credit card. When paying by credit card, a transaction fee of 3.5% is assessed. This fee is in addition to the Marriage License fee.
  • Ceremonies may be performed in a private office, the courthouse courtyard, or the Gazebo (weather permitting).

  • $30 to the Clerk of Circuit Court for preparing and administering of oath; issuing, sealing, recording of the marriage license; and providing a certified copy. (28.24(2B) F.S.)
  • $29 to Florida Department of Health & Rehabilitative Services for funding domestic violence centers.(741.01(2))
  • $7.50 to the Florida State Treasury for deposit in the Displaced Homemaker Trust Fund. (741.01 (3) F.S.)
  • $25 to the Florida Supreme Court for deposit in the Family Courts Trust Fund.(741.01(4))

Who May Issue a Marriage License Every marriage license shall be issued by a county judge or clerk of the circuit court under his hand and seal. The county judge or clerk of the circuit court shall issue such license, upon application for the license, if there appears to be no impediments to the marriage. [Florida Statute 741.01]

Written Application Required No county court judge or clerk of the circuit court in this state shall issue a license for the marriage of any person unless there shall be first presented and filed with him an affidavit in writing, signed by both parties to the marriage, made and subscribed before some person authorized by law to administer an oath, reciting the true and correct ages of such parties; unless both such parties shall be over the age of 18, except as provided in Florida Statute 741.0405. [Florida Statute 741.04]

Issuance in Blank Prohibited It is unlawful for any county court judge or clerk of the circuit court in the state to send out of his office any marriage license signed in blank to be issued upon application to persons not in the office of the county judge or clerk of the circuit court. [Florida Statute 741.03]

License Must Be Certificated and Filed Within 10 Days Before any authorized person shall solemnize any marriage, he shall require of the parties a marriage license issued according to requirements of Florida Statute 741.01, and within 10 days after solemnizing the marriage he shall make a certificate thereof on the license, and shall transmit the same to the office of the county judge or clerk of the circuit court from which it issued. [Florida Statute 741.08]
Marriage License Processing Deadline Due to the amount of time it takes our clerks to process an application for a marriage license, paperwork is required to be filed by 4:30 PM in order for your application to be completed by 5:00 PM.

Marriage License Law

In Florida, the Clerk of the Circuit Court is the issuing agent for marriage licenses.

Any couple, if one or both parties is a Florida resident, may take a 4-hour premarital preparation course or wait three (3) days before the marriage license goes into effect. To receive a waiver of the three-day waiting period, a premarital preparation course must be completed within one year prior to obtaining a marriage license and a valid certificate of completion must be presented to the Clerk’s Office. Taking the premarital preparation course also lowers the standard fee.

Additionally, the couple must read and sign a statement that they have read the Family Law handbook or Manual de Derecho Familiar.

If all of the course requirements are met on the day of application, the marriage license will be issued and also be effective the same day. If the course requirements are not met on the date of application, the marriage license will be issued but will not be effective until three (3) days from the issue date. The expiration date will be sixty (60) days from the effective date and will appear on the license.

Notice: Florida Law Update FS 741.01 If you have a common child who was born in the State of Florida – there is an additional form that will be submitted to the Florida Department of Health . This will not be recorded and will be submitted along with your Marriage License once returned to our office. There is an additional fee of $2.00.

Who Can Apply for a Marriage License?

  • Any male or female 18 years of age or older.
  • A minor whose parents are deceased and has certified copies of both death certificates.
  • With a judge’s approval, minors, who must swear under oath, that they are parents or expectant parents of a child.
  • A previously married minor.
  • Any male or female 16-17 years of age with both parents’ or legal guardians’ consent.

What Do We Need to Bring When We Apply for a Marriage License?

Both the bride-to-be and the husband-to-be need to be present when applying for a marriage license. Depending on which category applies to you, you will need to bring the following information:

Contrary To Widely Held Beliefs, Romance Can Last In Long-Term Relationships, Say Researchers

Romance does not have to fizzle out in long-term relationships and progress into a companionship/friendship-type love, a new study has found. Romantic love can last a lifetime and lead to happier, healthier relationships.

WASHINGTON – Romance does not have to fizzle out in long-term relationships and progress into a companionship/friendship-type love, a new study has found. Romantic love can last a lifetime and lead to happier, healthier relationships.

“Many believe that romantic love is the same as passionate love,” said lead researcher Bianca P. Acevedo, PhD, then at Stony Brook University (currently at University of California, Santa Barbara). “It isn’t. Romantic love has the intensity, engagement and sexual chemistry that passionate love has, minus the obsessive component. Passionate or obsessive love includes feelings of uncertainty and anxiety. This kind of love helps drive the shorter relationships but not the longer ones.”

These findings appear in the March issue of Review of General Psychology, published by the American Psychological Association.

Acevedo and co-researcher Arthur Aron, PhD, reviewed 25 studies with 6,070 individuals in short- and long-term relationships to find out whether romantic love is associated with more satisfaction. To determine this, they classified the relationships in each of the studies as romantic, passionate (romantic with obsession) or friendship-like love and categorized them as long- or short-term.

The researchers looked at 17 short-term relationship studies, which included 18- to 23-year-old college students who were single, dating or married, with the average relationship lasting less than four years. They also looked at 10 long-term relationship studies comprising middle-aged couples who were typically married 10 years or more. Two of the studies included both long- and short-term relationships in which it was possible to distinguish the two samples.

The review found that those who reported greater romantic love were more satisfied in both the short- and long-term relationships. Companion-like love was only moderately associated with satisfaction in both short- and long-term relationships. And those who reported greater passionate love in their relationships were more satisfied in the short term compared to the long term.

Couples who reported more satisfaction in their relationships also reported being happier and having higher self-esteem.

Feeling that a partner is “there for you” makes for a good relationship, Acevedo said, and facilitates feelings of romantic love. On the other hand, “feelings of insecurity are generally associated with lower satisfaction, and in some cases may spark conflict in the relationship. This can manifest into obsessive love,” she said.

This discovery may change people’s expectations of what they want in long-term relationships. According to the authors, companionship love, which is what many couples see as the natural progression of a successful relationship, may be an unnecessary compromise. “Couples should strive for love with all the trimmings,” Acevedo said. “And couples who’ve been together a long time and wish to get back their romantic edge should know it is an attainable goal that, like most good things in life, requires energy and devotion.”

Q: Is there a waiting period in the State of Florida for getting married after a couple applies for a Marriage License? Are blood tests required, and do you have to apply in the County you live in? Can a minor apply for a license?

A: Yes and no. There is normally a 3-day waiting period as of January 1, 1999. However, if both parties have taken a 4-hour premarital preparation course given by a minister or counselor registered with the Clerk of the Circuit Court, the waiting period is waived and the license fee is reduced.

  • If only one applicant took the course, the waiting period is still required.
  • If neither applicant is a Florida resident, the waiting period is not required.
  • If one applicant is not a Florida resident, and the other is a Florida resident and has taken the premarital course, the waiting period is still required.
  • Blood tests have not been required since this test was abolished October 1, 1986.
  • A marriage license may be applied for and solemnized in any Florida county.
  • Minors, who under oath, swear that they are parents or expectant parents of a child may apply. In addition, the pregnancy must be verified by a written statement from a licensed physician.
  • A previously married minor may also apply.
  • A person age 16 or 17 may apply with the consent of both parents or guardian, unless the parents are divorced and only one parent has full custody.
